Nepal Telecom cancels billing system tender

Nepal Telecom (NTC) has cancelled its tender for a new billing system worth Rs 5 billion. Releasing a notice, the company publicly notified its decision to terminate the tender process for the installation and commissioning of the convergent real-time billing (CRTB) and customer support system.

The company was en route to open a price bid for the billing system, with Huawei being a key candidate. However, controversy arose regarding the process for selecting the candidate. There has been broader discussion on how to move forward with providing a contract to oversee the core network and billing systems. Additionally, experts have teased a possibility of ‘vendor lock-in’ if Huawei gets the contract to operate both the core network and billing. Earlier, an investigation committee had cleared the way for NT to proceed with its price bid opening and allowed the company to make its decision on the process.

The company had first opened a bid for the convergent real-time billing system in Chaitra 2081. Huawei Technologies and Whale Cloud applied their bid. Huawei was selected after an assessment of its technical capabilities for the system.

The company had scheduled to open a financial bid on Ashoj 08; however, after Gen Z protests, it was postponed indefinitely.

NT’s current billing system is old and ‘incapable’

At present, the company is operating a billing system from Asia Info. But it’s traditional and is considered incapable of handling the workload of the company. Many of the company’s recent network outages, and VoLTE and 4G service disruptions are also attributed to this old billing system. Therefore, the company is in search of a new billing system.

The billing system has also caught the former NT MD, Sangita Pahadi, and others in a case. And with the cancellation of the billing system, the company is going to take more time to implement a new and modern billing infrastructure.
